Hankinnan kohteena on markkinoilla tuotantokäytössä oleva, moniasiakasympäristössä toimiva sähköisen allekirjoituksen palveluratkaisu (SaaS), jonka keskeiset toiminnallisuudet ovat käytettävissä hankintahetkellä ilman merkittävää asiakaskohtaista tuotekehitystä. Ratkaisun tulee mahdollistaa asiakirjojen sähköinen allekirjoittaminen, allekirjoittajien luotettava tunnistaminen, allekirjoitusprosessien seuranta sekä allekirjoitettujen asiakirjojen turvallinen käsittely, säilytys ja hallinta. Ratkaisun tulee tukea sekä organisaation sisäisten että ulkoisten käyttäjien turvallista tunnistautumista ja sähköistä allekirjoittamista tarjouspyyntöasiakirjoissa kuvatulla tavalla. Hankinnan tavoitteena on korvata paperipohjaisia ja osittain manuaalisia allekirjoitusmenettelyjä hallituilla, tietoturvallisilla ja integroiduilla sähköisillä allekirjoitusprosesseilla sekä parantaa asiakirjoihin liittyvän tiedon käsiteltävyyttä, yhdenmukaisuutta, jäljitettävyyttä ja elinkaaren hallintaa.
