Details

Metsähallitus Metsätalous Oy ja Metsähallitus Luontopalvelut (myöhemmin Metsähallitus) hankkii metsätielle, rakennushankkeisiin sekä purokunnostuksiin murskeita ja kutusoraa joko maa-ainesvarastolta (montulta) tai metsätielle toimitettuna ja levitettynä (sorastuksen palvelukuvaus liite 1). Tarjoaja voi tarjota tarjouksessaan myös myymänsä maa-aineksen kuljetusta, jolloin hän tarjoaa kertoimen suhteessa sorastuksen taksataulukkoon (liite 2). Tarjoaja voi tarjouksessaan kieltäytyä myymästä maa-aineksia muutoin kuin tielle toimitettuna. Tarjouksessa tulee ilmoittaa maa-ainespaikan sijainti ja tarjottavat murskeet hintoineen varastolla. Tarjousten perusteella Metsähallitus hyväksyy toimittajat puitejärjestelyyn. Puitejärjestely alkaa 1.1.2027 ja päättyy 31.12.2028. Tarjottuihin hintoihin sovelletaan liitteen 5 mukaista indeksiehtoa. Sekä tarjottu murskeen hinta että kuljetuksen maksukerroin nousee tai laskee indeksiehdon mukaisesti. Kuhunkin käyttökohteeseen Metsähallitus vertailee puitejärjestelyyn hyväksyttyjen tarjoajien maa-ainespaikkojen sijaintia, tarjontaa ja hintoja. Murske hankitaan kokonaiskustannukseltaan edullisimmalta tarjoajalta. Murskeen monttuhintaan lisätään tällöin kuljetuskustannus murskeen myyjän tai Metsähallituksen sopimuskumppanin kalustolla. Ennen tilausta tai sopimusta tilaaja selvittää saatavuuden tarjoajan yhteyshenkilöltä. Metsähallitus pidättää oikeuden käyttää omia murskeitaan riippumatta puitejärjestelyyn hyväksytyistä tarjouksista. Metsähallitus pidättää myös oikeuden hankkia murskeita muilta toimittajilta, mikäli puitejärjestelyyn hyväksytyiltä maa-ainespaikoilta ei löydy tarvittavaa mursketta kohtuulliselta etäisyydeltä (alle 20 km). Metsähallituksen hallinnoimien alueiden sijainti on esitetty www.retkikartta.fi. Valitse Karttatasot - Metsätalouden monikäyttömetsät - Suojelu- ja retkeilyalueet sekä sopiva taustakartta. Mikäli yksittäisen hankinnan arvo ylittää kansallisen kynnysarvon (60 000 €), siitä laaditaan sopimus (liite 3a). Mikäli yksittäisen hankinnan arvo ylittää EU-kynnysarvon (1.1.2026 alkaen 216 000 €), toimittajan tulee toimittaa rikosrekisteriotteet. Kynnysarvoja pienemmistä hankinnoista Metsähallitus laatii tilauksen (ks. liitteet 3c ja 3d).
