Request for Expressions of Interest Selection of Financial Management Specialist (Individual – National) (Package No. SD-32) 1. The Government of the People's Republic of Bangladesh has received a credit from the International Development Association (IDA) toward the cost of the Technical Assistance Facility under the Learning Acceleration in Secondary Education (LAISE) Project, being implemented by the Directorate of Secondary and Higher Education (DSHE), and intends to apply part of the proceeds of this credit to engage the services of a Financial Management Specialist (Individual – National). 2. The scope of the consulting services includes, but is not limited to, supporting the Project Implementation Unit (PIU) in ensuring effective, efficient, and compliant financial management of the Project in accordance with the requirements of the World Bank and the Government of Bangladesh (GoB). The detailed Terms of Reference (ToR) are available at www.dshe.gov.bd or may be obtained from the address provided below. The duration of the assignment will be approximately twenty-four (24) months, and the assignment is expected to commence in November 2026. 3. The required qualifications and experience for the assignment are as follows:

a) Education Qualification:

M. Com/ MBA in Accounting/ Finance and related subjects. Professional accounting qualifications such as Association of Chartered Certified Accountants (ACCA), Chartered Public Finance Accountant (CPFA), FCA (Fellow Chartered Accountant) or FCMA (Fellow Cost and Management Accountant) will be an added advantage.

b) Experience:

12 years of professional experience in financial management in government or semi-government institutions, or with international development partners implementing development projects, including 8 years of experience as a Financial Management Specialist or in a similar role under World Bank–financed projects and/or other development partner–funded projects or programs. Extensive knowledge of Government budgeting, fund release, and reporting requirements. In-depth knowledge of IDA/World Bank financial management and disbursement procedures.

4. The Directorate of Secondary and Higher Education (DSHE) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services. Such information shall include a detailed Curriculum Vitae (CV), descriptions of similar assignments undertaken, experience in comparable positions and conditions, educational qualifications, professional certifications (if any), and any other information relevant to the assignment.

5. The attention of interested Consultants is drawn, in particular, to

(i) Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised November 2020), setting forth the World Bank's policy on Conflict of Interest; and (ii) Section III, Paragraphs 3.21 to 3.24 of the same Procurement Regulations, setting forth the World Bank's policy on Eligibility, including the exceptional conditions under which government officials and civil servants of the Borrower's country may be engaged as consultants under consulting contracts in the Borrower's country. 6. The interested Consultant shall submit, together with the Expression of Interest, a signed declaration confirming that he/she: has no actual, potential, or perceived conflict of interest in accordance with Section III, Paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations; and agrees to comply with the World Bank's Anti-Corruption Guidelines applicable to the assignment.

7. The Individual Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set forth in the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised November 2020) ("Procurement Regulations"). 8. Expressions of Interest (EOIs) shall be submitted to the address below by 17:00 hours (BST) on 27 September 2026 , either by e-mail, in person, or by mail. The subject line of the e-mail or the top of the sealed envelope shall clearly state: "Expression of Interest (EOI) for Selection of Financial Management Specialist (Package No. SD-32)."
