Details
The Department of Transport and Main Roads (TMR) invites Expressions of Interest from suitably qualified and experienced organisations, consortia and joint ventures for the provision of Independent Verifier services for the Civil Infrastructure Package of The Wave Stage 3 (Metro) and Mooloolah River Interchange Upgrade.
The services include independent compliance review and audit, design and construction verification support, and environmental, sustainability and cultural heritage assurance.
This Expression of Interest is Stage 1 of a two-stage procurement process and will be used to shortlist respondents for the subsequent Invitation to Offer. Respondents must satisfy the mandatory compliance, prequalification, capability and experience requirements detailed in the attached documentation.
The IV will provide independent review, audit and reporting to the Project Owner on whether the Program Alliance activities, works and temporary works demonstrate compliance and completion against the Program Alliance Agreements, Scope of Works and Technical Criteria, alliance management plans and applicable assurance obligations.
The IV will report directly and exclusively to the Project Owner and support TMR's third-line assurance function. The engagement is advisory and assurance-focused. It does not transfer or reduce the Program Alliances' responsibility for design, construction, quality management, verification, certification, completion or contractual compliance.

Background information / Compatibility requirements
The Wave Stage 3 (Metro) and Mooloolah River Interchange (MRI) Upgrade projects together form the Civil Infrastructure Program (CIP). The program is intended to deliver long-term benefits for the Sunshine Coast by supporting regional growth and improving connectivity, liveability and sustainability.
The Wave Stage 3 (Metro) will provide a high-capacity, high-frequency metro-style public transport service connecting Sunshine Coast University Hospital, Birtinya, Mountain Creek, Maroochydore CBD and Sunshine Coast Airport. The MRI Upgrade will address safety and congestion issues on the Sunshine Motorway and is a key enabler for The Wave.
Together, the projects will deliver a modern, high-capacity public transport corridor while improving network reliability, safety and connectivity across the region. The Civil Infrastructure Program will be delivered using a program alliance model through two Program Alliances.
