Expression of Interest: Independent Evaluation of Capacity-building Approaches and Outcomes

The Hindu Kush Himalaya (HKH) region stretches 3,500km across Asia, spanning eight countries – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. Encompassing high-altitude mountain ranges, mid-hills, and plains, the zone is vital for the food, water, and energy security of up to two billion people and is a habitat for countless irreplaceable species. It is also acutely fragile, and vulnerable to the impacts of the triple planetary crisis of climate change, pollution, and biodiversity loss.

The International Centre for Integrated Mountain Development (ICIMOD), based in Kathmandu, Nepal, is an international organisation established in 1983, that is working to make this critical region greener, more inclusive and climate resilient. ICIMOD is seeking consultancy services from established consulting firms or organisations to conduct an independent evaluation of its capacity-building approaches and outcomes. Individual consultants should not apply. A gender-balanced team with a diverse mix of members from the HKH region and beyond is highly encouraged.

The primary objective of this evaluation is to assess ICIMOD’s capacity-building approaches and their outcomes, identifying strengths, areas for improvement, and opportunities to enhance their effectiveness. For detailed information, please download the Terms of Reference (ToR) here .

Please structure your Expression of Interest (EoI) following the format below, sending your EoI to [contact details removed] by 24 October 2024 (11:59 pm Nepal Standard Time). You should receive an acknowledgment email within two working days of your submission.

Briefly introduce your firm or organisation, including when it was established (year), registration details, its purpose, and complete contact details including postal address, telephone numbers, and active email IDs.

Declare that your firm or organisation and/or the team leader have fulfilled all their tax obligations for the last 3 years.

Declare that your firm or organisation and the evaluation team were not subject to any anti-corruption investigation during the last 3 years.

Describe why your firm/organisation and your team members are well-qualified for this evaluation. Describe your motivation for this evaluation, demonstrate sound knowledge, technical skills, and capability as required by the nature of the work, and understanding of the requisite deliverables. Feel free to include links to your past work.

Clearly demonstrate the expertise and experience of your firm or organization in evaluating capacity-building approaches and outcomes in organizations like ICIMOD. Demonstrated technical skills in evaluating cross-cutting aspects of capacity building, including climate, biodiversity, and Gender Equality and Social Inclusion (GESI).

Describe the overall approach you will adopt for this evaluation. What types of framework(s) and innovative approaches will you employ to guide your methodology. Please refer to specifics of the ToR while detailing your approach and methodology.

Describe quality assurance mechanisms you will employ during the inception, implementation, and reporting phases.

That you agree that the information will be used to assess your firm’s or organisation’s suitability for this evaluation.

That ICIMOD may reject the EoI a) if the firm or organisation fails to provide all the information required by the EoI; or b) if any of the information provided is false or misleading; or c) under any other circumstances, as deemed necessary by ICIMOD.

Two-pager CV of the Team Leader for this evaluation and two-pager CVs of other experts. All CVs must only contain the experience and expertise requested for this evaluation.

A sample of a relevant evaluation performed during the past three years, and/or at least one positive reference/recommendation from past clients.

A financial proposal [in USD] with a detailed breakdown inclusive of applicable taxes.

Please note that acceptance of an EoI is subject to prequalification. The received EoIs will be evaluated according to the following criteria:

Experience and expertise of the organisation and team – 30% weight

Demonstration of relevant documents including the best budget proposal – 10% weight
