1. Introduction

Hindustan Petroleum Corporation Limited (HPCL), a Maharatna Central Public Sector Enterprise under the Ministry of Petroleum & Natural Gas, operates an extensive network of more than 25,000 retail outlets across India, spanning urban, semi-urban, highway, and rural markets. As part of its strategic initiative to strengthen Non-Fuel Business (NFB) opportunities and further enhance customer experience at its retail outlets, HPCL invites Expressions of Interest (EOIs) from reputed firms, agencies, brands, and organizations for partnership opportunities in NFB activities across HPCL retail outlets. The NFB opportunity at HPCL retail outlets has been classified into three broad segments. Interested entities may submit their interest for one or more segments, or for specific categories within a segment, as detailed in Section 2 of this document.

2. Scope of NFB Activities

This EOI invites participation under the following three segments: Segment Category Description A Store-Based NFB Activities requiring dedicated built-up space or vacant open area within retail outlet premises, including but not limited to shopping malls, HP Lounge, restaurants, cafés, convenience stores, QSR operators, vehicle care centres, PUC centres, ATMs, pharmacies, PUDO points, and other allied business formats. B Non-Store NFB Forecourt-based promotional or commercial activities not requiring a permanent built-up structure, including sales promotion, direct product sales, affiliate marketing, assisted e-commerce, insurance, fintech, telecom, and allied models. C Advertising and Media Commercialization Installation, operation, and commercialization of digital and static advertising media at retail outlet premises, including LED hoardings, billboards, in-store advertising, and allied outdoor or ambient media.

Segment A: Store-Based NFB
