Details

Expressions of interest are sought from organisations that are commercially focussed on research and development activities with the necessary skills, experience and financial resources to develop the land for its highest and best use.

Proposals should be in the form of a preliminary business case (including a concept design) and include details on how the site will be developed and ongoing management models. It is noted that any proposal submitted through this EOI process is to be consistent with the requirements of the proposed amendment of part of the site from Conservation to Community Facilities zone of Redland City Plan 2018.

Long term lease tenure will be negotiated with the successful proponent, with applicants encouraged to nominate their preferred terms.

Evaluation will be based on achieving optimum use by providing a quality, environmentally responsible research and development model and maximising economic and community benefit. Importantly, this process may also be used to shortlist applications for submission of Tenders to nominate a preferred development partner pursuant to s228 of the Local Government Regulation 2012.

Applicants are invited to lodge a submission prepared in accordance with this brief. Submissions close 5.00pm 23 November 2026.

Note: A site inspection will be available for applicants on Friday 6 November 2026 at 10am. Attendance must be confirmed on or before 4 November 2026.

Before you bid on this tender

A quick checklist to help you decide whether to bid and prepare a compliant submission for this construction & infrastructure opportunity. Always verify the details on the official source.

  • Confirm the exact closing date and time (and time zone) on the official portal — deadlines are strict and can be revised by a corrigendum.
  • Read the full notice and every attached document, including the scope, specifications and any bill of quantities or terms of reference.
  • Check the eligibility criteria — prior similar experience, annual turnover, certifications and registrations — and make sure you qualify before investing effort.
  • Prepare any earnest-money deposit (EMD) or bid security and the required formats early; missing or wrongly-formatted documents are a common cause of rejection.
