Eligibility

Funding is available only to organizations holding a Framework Partnership Agreement with the European Commission. Securing one is a substantial process and should be treated as a separate project from any single application. As of January 2026 the contractual templates in use are MGA_2025 and HACA_2025. 2026 priorities Conflict and violence, forced displacement, and the food and nutrition crisis — delivered as emergency multi-sector assistance including food, protection, health, nutrition, education in emergencies, WASH and shelter. DG ECHO applies a fair partnerships requirement, so proposals involving national partners need to show genuine risk and cost sharing rather than sub-contracting. Budgeting note Indirect costs are capped at a 7% flat rate of direct eligible costs. Plan where institutional systems and software sit in the budget before submission.
