Ethiopia Refugee-Host Community Endline Surveys

The Government of Ethiopia (GoE) has recognized the importance of economic integration of refugees and has made an ambitious commitment towards a more comprehensive response. As part of its pursuit of the Comprehensive Refugee Response Framework (CRRF), GoE issued the Directive No. 1019/2024 which established a legal framework for refugees to access work with three pathways towards out-of-camp employment: wage employment, self-employment and joint programs. To promote economic inclusion and realize refugees’ right to work, the World Bank is supporting GoE counterparts through a programme aimed at implementing these three key pathways towards out-of-camp employment. The World Bank has conducted a comprehensive skills survey in a subset of Ethiopian refugee camps in the Benishangul-Gumuz (three camps) and Somali (one camp) regions as well as an establishment survey among host community members in the areas covered by the study’s sample, targeting informal, formal, and household businesses. At the end of the survey and in close collaboration with its local counterparts, the World Bank has run a randomised experiment, in which refugees, through a public lottery, have been randomly assigned to either treatment or control group, where participants in the former group have received a comprehensive support package for obtaining work permits and businesses licenses, whereas participants in the control group have not received any support. As part of this programme of support, the World Bank is interested in assessing the direct and indirect effects on refugees and host communities respectively caused by the integration of refugees. To achieve this measurement, a survey (hereinafter “endline survey”) will be conducted among refugees (“skills survey”) and host community members (“establishment survey”) previously interviewed during the baseline surveys. The skills and establishment surveys will allow the World Bank and other stakeholders to assess any changes occurred between the baseline (pre-intervention) and after the intervention (endline). The skills survey will target refugees already part of the study to collect detailed information on (1) the current economic activities of refugees; (2) existing skills, work histories, and work intentions, and (3) refugees’ interest in and possession of work permits and / or business licenses, among others. The World Bank will share a list of households and respondents within each household, which the firm will use to contact them for the survey. The establishment survey will target informal, formal, and household businesses interviewed during the baseline to gather information on the employment landscape, identify challenges and opportunities for integrating refugees into the workforce, and explore potential support mechanisms that can facilitate refugee employment. The World Bank will share a list of selected respondents, which the firm will use to contact them for the survey. As part of data collection activities, the selected firm will be expected to implement rigorous data quality checks, such as high frequency checks and back-checks. The chosen firm should have the technical capacity to implement these checks and to provide close-to real time feedback to the World Bank team on the results of these data quality checks. Data collection must utilise Computer-Assisted Personal Interview (CAPI) methods. The expected sample size for the skills and the establishment surveys will be approximately 5,000 individuals and 2,500 businesses (one individual each), respectively. Exact details about the sample will be shared in the request for proposal (RFP) phase. Interested firms are hereby invited to submit their expressions of interest. Submission Requirements The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must: - Provide information showing that they are qualified in the field of the assignment. Past experience in data collection in Ethiopia with refugee populations and host communities is required. Experience in technical assistance to governmental institutions is a huge plus. - Provide information on the technical and managerial capabilities of the firm. - Provide information on their core business and years in business. - Provide information on the qualifications of key staff. Please note that the total size of all attachments should be less than 5MB. Further, please limit the EOI to 3 pages . Detailed proposals are not expected during this phase and will be required only during the following RFP phase. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the RFP phase. EOI should be submitted, in English, electronically through the RFx portal.

Notes:

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit technical and financial proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
