UNHCR Ethiopia seeks to procure a complete Engineering, Procurement, Installation and Commissioning (EPIC) solution to replace the aging surface water booster pump and 110 kVA diesel generator at its Melkadida Sub-Office in the Somali Region of Ethiopia. The existing system has become unreliable due to wear, frequent breakdowns and reduced efficiency, affecting the continuity of water supply services. The proposed replacement system is intended to provide a modern, efficient, and reliable pumping solution while allowing future integration with solar photovoltaic power as part of a hybrid energy system.

The selected contractor will be responsible for design verification, equipment supply, transportation, installation, testing, commissioning, training, documentation, warranty support and after-sales services. The scope includes supplying a new surface water booster pump, high-efficiency electric motor, solar-compatible Variable Frequency Drive (VFD), 110 kVA diesel generator, Automatic Transfer Switch (ATS), monitoring and control systems, pump manifold, instrumentation, spare parts and maintenance tools.

The project requires comprehensive site assessment, hydraulic and electrical design verification, installation of all mechanical and electrical components, operational testing, and training of UNHCR and partner personnel. Equipment and workmanship must comply with internationally recognized standards, including IEC and ISO requirements, and be suitable for harsh environmental conditions characterized by high temperatures, dust and limited communications infrastructure.

The contractor must demonstrate relevant experience in similar pumping and generator projects, provide a minimum 12-month warranty, and ensure the system meets specified hydraulic and electrical performance standards before final acceptance. The project will be awarded through a Request for Proposal (RFP) based on technical responsiveness, bidder qualifications and overall value for money
