Assignment Title: Establishing Local and Digital Interfaces for Continuous Updates to The Gambia Social Registry
Assignment Countries:
- Gambia, The ASSIGNMENT DESCRIPTION
Background
The Gambia Social Registry (GamSR) is the country's primary tool for identifying and targeting poor and vulnerable households for social protection programmes and development partner interventions. Established through a nationwide data collection exercise finalized in December 2024, the GamSR operates under the National Social Protection Act (2024). With data in the earliest districts dating to 2021, maintaining the registry's accuracy and relevance requires a sustainable mechanism for continuous updating. A 2024 strategy study identified a dual-interface model as the preferred approach: a permanent local interface operated through DCD extension workers and regional service points, and a digital on-demand interface for remote update requests. A USSD-based channel is being developed in parallel by the National Social Protection Agency (NSPA).
Objective
The World Bank is seeking proposals from qualified firms to operationalize a feasible, sustainable, accessible, and financially viable system for continuous updates to the GamSR. The assignment will define policy parameters governing updates; design functional local and digital interfaces including support for dynamic inclusion of households not currently registered; develop an offline verification workflow; produce a costing model covering setup and long-term operations; assess technical requirements for GamSR MIS backend integration; design a grievance redress and appeals mechanism; conduct a risk assessment; and deliver a change management and capacity building roadmap. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following:
