1The Government of China has received a loan from the World Bank towards the cost of the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under the contract for the Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity, Contract Package No. 2 (Contract No.: HN-G-60). 2CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of Hainan Provincial Disease Control Bureau (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following goods and related services: Contract No. HN-G-60 Contract Title Package 2 of the Equipment Procurement Project for Enhancing Infectious Disease Surveillance and Testing Capacity Main Types and Quantities of Goods High-throughput gene sequencer, third-generation nanopore sequencing and pathogen analysis system, rapid gene sequencer, and related services. Details are provided in the Schedule of Requirements in Chapter VI of the Bidding Documents. Delivery Period 90 calendar days from the date of contract signing

3. This procurement is conducted through the Request for Bids (RFB) method under the National Competitive Procurement (NCP) approach specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (the “Procurement Regulations”). All eligible bidders as defined in the Procurement Regulations may participate in the bidding process. 4. Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the Bidding Documents during office hours from 9:00 to 11:30 and 13:30 to 17:00 (Beijing Time), every day except Saturdays, Sundays, and public holidays, from July 22, 2026 until the bid submission deadline of August 25, 2026. 5. Prospective bidders should note the provisions regarding eligibility and conflict of interest set forth in Section 4 of the Bidders’ Instructions in the Bidding Documents. Any bidder with a conflict of interest shall be deemed ineligible.

6. The qualification requirements for bidders include

Business Scale The bidder’s average annual turnover for the latest three years (2023–2025) shall be no less than RMB 20 million. Contract Experience The Bidder shall, within the past 10 years (from January 1, 2016 to the present), have successfully completed at least 15 contracts as a supplier for laboratory instruments or equipment that are similar in nature and complexity to the products to be procured under this Project, with each contract having a value of no less than RMB 5 million.
