EPC project for Design, Supply, Construction, Installation, Testing and Initial Operation of Hybrid Power Plant in Atauro

Minimum requirement of qualification qualification of contractor: The eligible company shall meet the following minimum qualification criteria;

1) Financial Capability

• Soundness of the Bidder's Financial Position

Submission of audited balance sheets or, if not required by the law of the Bidder's country, other financial statements acceptable to the Employer, for the last three (3) years (2023, 2024 and 2025 or 2026). A Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.

• Document Required: Aaudited financial statements past 3 years or other financial statement is acceptable.
• Cash Flow Capacity

The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of US$ 5,000,000.00 net of the Bidder’s other commitments

2) EXPERIENCES

Contracts of similar size and nature Participating as main contractor, in at least one (1) similar size and nature (Hybrid microgrid project including utility-scale solar PV (≥10 MW) and BESS (≥ 10 MWh)) withing the last (7) years, with the value of at least US$ 6,000,000.00 that has been successfully or substantially completed and that are similar to proposed contract. The similarity of the contractor participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics of the contract. The similarity project for bilding construction were also accetable.

• Document Required: Certified true Copy of the Certificate of Completion or Acceptance/ Taking-Over Certificate/ Substantial Completion for the contracts submitted as successfully completed. (English Translation, if the original documents are not in English).
