1. Background

BharatCares invites Expression of Interest from vehicle owners, transport agencies, healthcare service providers and other competent entities to supply one dedicated Mobile Medical Unit vehicle on rental basis in Jorhat District, Assam. The vehicle will support primary healthcare outreach to remote, rural and underserved communities in line with the operational requirements of the National Health Mission (NHM), Ministry of Health and Family Welfare, Government of India, and the directions of NHM Assam and the District Health administration, Jorhat. The selected provider shall make available a professionally maintained, legally compliant vehicle that can run regularly on rural roads and provide safe, adequate space for health personnel, patients, medical equipment and supplies. The final configuration will be inspected and accepted by the competent authority before deployment.

3. Clinical Use Configuration

The vehicle should provide adequate space and suitable mounting/storage arrangements for the MMU equipment and supplies to be used by BharatCares. The final interior configuration will be finalised based on the programme requirements and applicable NHM MMU guidelines. The vehicle should have designated space for safe segregation and temporary storage of biomedical and general waste generated during MMU activities, with disposal undertaken through the designated Government health facility/authorised arrangement as applicable.

4. Eligibility

- Applicant is a legally registered individual, firm, company or agency able to enter into a vehicle hiring agreement. - Vehicle is legally registered, free of any legal or registration issue, and available for dedicated deployment in Jorhat. - Applicant should supply a competent licensed driver and carry out preventive maintenance and emergency repairs without disrupting field operations. - Applicant complies with applicable Central and Assam motor vehicle, labour, tax and safety requirements. - Prior experience with NHM, government health programmes, ambulances, MMUs or healthcare outreach will be preferred. (Other reasonable conditions will be specified in the final tender or agreement)

Minimum monthly running, duty hours, fuel arrangement, maintenance responsibility and payment terms will be fixed in the definitive agreement. Quotations should remain valid for 90 days from the last date of submission.

7. Operational Requirements

The selected vehicle shall remain available as per the approved route plan and field schedule, report at the designated place and time, and be kept clean, hygienic and roadworthy. A logbook recording date, route, kilometres and duty hours shall be maintained, and GPS shall function throughout deployment with location data shared as required. Scheduled maintenance must not affect programme operations, a replacement vehicle shall be provided in case of prolonged breakdown as per the final agreement, and the authority may inspect the vehicle at any time.

8. Evaluation and Selection

Submission of an EOI is not an offer of contract or a guarantee of selection. Shortlisted applicants may be called for physical inspection and technical evaluation. Selection will weigh technical compliance, vehicle condition and suitability, documentation, operational capability, experience and commercial competitiveness. The procuring authority may seek clarifications, accept or reject any or all EOIs, or cancel the process without assigning any reason.
