Details
The Inter-American Development Bank (IDB), in collaboration with the Division of Environmental and Social Safeguards (VPS/ESG), is calling on academic institutions to submit proposals to design, implement, and evaluate a pilot training program in environmental and social management in the CID region. The program seeks to strengthen the institutional capacities of Executing Agencies (EOs), contractors, and key actors to ensure sustained compliance with the IDB's Environmental and Social Policy Framework (ESPF).
1. Objectives and training model
Training aligned with the ESPF: Develop an academic curriculum of applied training that integrates the technical resources, guides, and virtual courses developed by the IDB in the field of environmental and social management (E&S).
Hybrid and sequential model: Structure learning in three mandatory phases: (i) induction and mandatory virtual training; (ii) intensive face-to-face training (5 days per cohort); and (iii) practical application in the work environment.
Certification and institutionalization: Grant formal academic certification to approved participants and design a strategy for continuity, financial self-sustainability, and expansion of the program to other countries in the CID region.
2. Key Activities and Implementation
Pedagogical design and faculty: Prepare the curriculum, teaching materials and assessment instruments, selecting and training the academic staff and facilitators responsible for delivering the sessions.
Execution of face-to-face sessions: Organize 3 intensive face-to-face sessions for different cohorts of participants, focused on active methodologies (real case studies, simulations and problem solving) adapted to the local context.
Adaptive Management: Establish a dynamic mechanism to update the curriculum in response to changes in the MPAS, feedback from participants, and new trends in E&S management.
3. Monitoring, evaluation and sustainability
Labor impact measurement: Implement a Monitoring and Evaluation (M&E) system with follow-up for up to 13 months after training to measure the practical application of knowledge in projects in execution.
Sustainability model: Develop an operational and financial proposal that guarantees the viability of the training centre beyond the pilot phase through strategic alliances, multilateral cooperation or service delivery schemes.
