ASSIGNMENT DESCRIPTION The State of Rio de Janeiro has mandated IFC as lead advisor for the structuring of a long-term brownfield urban mobility concession in the metropolitan region of Rio d e Janeiro. The Program is organized in three phases over an estimated 16 months. The Consultant will lead the en gineering, investment and operations front, under IFC coordination and in interface with the demand, environmental a nd so cial, legal and institutional fronts. Phase 1 - Diagnosis (4 months). Conclude the due d i ligence and condition assessment of the asset base: fleet, fixed and linear infrastructure, passenger facilities, maintenance and storage facilities, power supply, telecommunications, ticketing and operational control systems , the ass ociated r eal estate, easements and licenses. Establish condition , remaining useful life, availability and reliability records, maintenance backlog and accessibility gaps; reconcile asset registers with physical verification; and set the asset baseline to be transferred to the future concessionaire. Prepare preliminary parametric CAPEX and OPEX estimates by scope scenario and preliminary operational KPIs. Outputs include an Engineering Diagnosis Report and will feed the Sector Strategic Analysis and Benchmarking Report and the Pre-Feasibility Report . An independent asset inventory and assessment commissioned by the State is underway and shall be made available as an input; proposals should be priced with and without it. Phase 2 - Transaction structuring (6 months). Define expansion and requalification solutions; a prioritized and phased investment program; a reference operational plan (service levels, headways and timetables, fleet and staffing sizing) with bottom-up OPEX; value engineering; climate resilience; protective and access control infrastructure; and performance indicators linked to remuneration. Main outputs: Investment Program and Reference Operational Plan, Engineering Designs, and the technical annexes to the draft bid ding documents. Phase 3 - Implementation (6 months). Update the binding technical studies and annexes following public consultation, hearings and market sounding; support responses to clarification requests during the tender; contribute the technical content of the Concession Manual and the training of the regulator's team; and provide on-demand technical assistance for 12 months after contract signature. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV for individuals). Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase.
