Assignment Title: Endline Survey of FANSEP II

The Government of Nepal has received financing from the World Bank towards the cost of the Food and Nutrition Security Enhancement Project II (FANSEP II) , and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include ENDLINE SURVEY of FANSEP II project implementation in 16 rural municipalities of 8 project districts. The Endline Survey will, to the extent possible, revisit same households surveyed during the Baseline Survey, to construct a panel dataset that permits before-after (baseline-endline) and treatment-comparison (with-without) impact analysis. The baseline sample comprised 1,750 treatment households (5% of 35,000 households project coverage) and 750 comparison households, totaling 2,500 households. The Endline Survey will target the same panel of 2,500 households.

Food and Nutrition Security Enhancement Project II now invites eligible consulting firms (“Consultants”) (including joint ventures) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: firms general and specific experience of conducting study by collecting data from big sample size using electronic devices and analyze it to prepare report having at least 3 years long experience in consulting services (of each partner, in case of JV) with managerial capacity. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection Method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, or by e-mail: [contact details removed]) no later than 12:00 pm of the 16th day of first publication of this notice (23/06/2083). In case the last day of submission of the EoI falls on a public holiday, the EoI shall be submitted within the same timeline on the following working day.

Opening of thus submitted EoIs will be at 2:00 pm of 23/06/2083 at the office premises. Consulting firms are requested to send an invitation along with an official letter to attend the EoI opening.

Checklist An applicant consulting firm shall submit documents preferably in suggested order as below: Legal Firm registration certificate, Tax registration certificate and tax clearance letter (of FY 2082/083). (If tax clearance certificate yet to be obtained of last FY, time extension letter to clear tax of FY 2082/083 and tax clearance certificate of FY 2081/082 is required.)

Experience List of consultancy assignments related to evaluation [any of the completed evaluation related (any type) baseline, midline, annual outcome, endline, post monitoring, to impact studies/evaluations/surveys of the socioeconomic and developmental nature including agricultural studies] completed within last 7 years. Kindly mention the name of client/s and even names of contact persons if possible. As Survey study is closely relevant to the proposed assignment, do not forget to include in the list. Please also include the experience letter/certificate from the client.

Management capacity Give a list of full time staff including Manager and others. Give a list of electronic office equipment including computer, laptop, printer etc. Give a list of vehicles that office owns – 4 wheeler and 2 wheeler with copy of blue (ownership) books. Give in written a statement by the authorized person – whether the firm has own office either in own house or in rented own.
