REVISED COMBINED SYNOPSIS/SOLICITATION TEXT This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the hybrid commercial-construction procedures of RFO Subpart 12.6 (Streamlined Commercial Procedures) and RFO Part 36 (Construction), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA930126Q0024 and is issued as a Request for Quotation (RFQ). The 412th Test Wing at Edwards AFB, CA, requires the modernization of one (1) freight elevator and one (1) passenger elevator located in Building 1020. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the modernization as defined in the attached Statement of Work (SOW). Site Visit: A site visit is HIGHLY ENCOURAGED for all potential offerors to ensure an accurate understanding of the facility and project scope. The site visit will be held on 24 August 2026 at 0900 PDT. Due to base access and security requirements, a secure, two-step RSVP process has been established. Please see solicitation Addendum to RFO 52.212-1, Paragraph L-5 (SITE VISIT) for the exact registration procedures, secure DoD SAFE transfer protocols, and required base access documentation. The Government will not host or authorize additional site visits for this solicitation. The Government intends to consolidate all timely questions received and provide official responses via an amendment to the solicitation on or near 28 August 2026. Period of Performance (PoP): Due to known industry supply chain constraints regarding elevator controllers and components, the Government is not dictating a hardcoded execution timeline. Offerors are required to submit a proposed milestone schedule and PoP (not to exceed 24 months from the date of award) to support engineering and manufacturing phases. However, physical on-site work is strictly limited to 120 calendar days per elevator, beginning within ten (10) calendar days of the issuance of the formal Notice to Proceed (NTP). Cybersecurity / CMMC: As of 10 November 2025, cybersecurity compliance is a mandatory requirement for contract eligibility when handling Federal Contract Information IAW R-DFARS 252.204-7021. It focuses on basic cyber compliance through an annual self-assessment.
