Summay of notice ⑴ Official in charge of disbursement of the procuring entity : FUJIHARA Shinichi Chief of Izumo Office of River, Chugoku Regional Development Bureau. ⑵ Classification of the products to be Procured : 26 ⑶ Nature and quantity of the products to be required : Electricity used in the Izumo Office of River, Chugoku Regional Development Bureau, Ministry of Land, Infrastructure, Transport and Tourism. ⑷ Delivery period : From 1 March, 2027 through 29 February, 2028. ⑸ Delivery place : as in the tender documentation. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ② have Grade A, B, C or D on "manufacture of product" or "sale of product" in Chugoku Area in term of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every Ministry and agency) for the purpose of procurement in the fiscal year of 2025, 2026, 2027. ③ not have filed a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act or the commencement of rehabilitation proceedings under the Civil Rehabilitation Act (except those who have done the procedure of reapplication under the notification of the competing participation qualification) ④ not be under suspension of nomination by Director General of Chugoku Regional Development Bureau from Time-limit for submission of certificate to Bid Opening. ⑤ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned. ⑥ be an Electricity Retailer registered under the Article 2-2 of the Electricity Business Act. ⑦ have fulfilled the requirement mentioned in the bid manual that are stated from the viewpoint of reducing CO and environmental impact. ⑧ have officially received the grant of the bid manual from orderer. ⑺ Time-limit for submission of certificate : 17 : 00 4 November, 2026. ⑻ Time-limit for tender : 17 : 00 27 November, 2026. ⑼ Contact point for the notice : TANINAKA Takahiro Contract Section, Accounting Division, Izumo Office of River, Chugoku Regional Development Bureau, Ministry of Land, Infrastructure, Transport and Tourism, 5-1 Enyaarihara-cho Izumo-shi Shimane-ken, 693-0023 Japan TEL: [contact details removed] ex. 224 ⑽ Acquire the electric certificate in case of using the Electric Procurement system https://www.p-portal.go.jp/pps-web-biz/
