Assignment Title: International Consultant : National ECD Action Plan & Monitoring, Evaluation and Learning (MEAL) framework

The Government is seeking to hire an International Consultant: National ECD Action Plan & Monitoring, Evaluation and Learning (MEAL) framework to assist the Early Childhood Development project (ECD) and GRMI efforts in translating policy into a strategic time-bound measureable Action Plan and update the Monitoring and Evaluation Plan. The ECD Policy consultant will be responsible to review in-depth the existing draft Action Plan for each Strategic Priority under the national ECD policy and other relevant documents. The consultant will also Conduct consultation with all relevant government ministries and agencies responsible for implementing the activities and achieving results under each strategic priority, including development partners supporting the government ministries/agencies with technical assistance and/or financing for the ECD related outcome areas. Additionally, the consultant will propose modification and enhancement to the specific objectives, actions to be taken and targets to be achieved within each priority area, including who is responsible, timeline, and resources needed. Incorporate into the Action Plan salient developments in the country context, in terms of government policies and programs relevant to the ECD agenda. Consider to include in the Action Plan, where relevant, key national priorities and global agenda which might not have been adequately reflected in current draft, such as Climate Change, Nuclear Legacy, Social-emotional (Mental) well-being, and economic empowerment.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Mandatory Qualification and Experience At a minimum, a master’s degree in relevant academic fields such as public policy, development, governance, social sciences with focus in early childhood development subjects At least 7 years of relevant international experience in working with governments and/or international/development agencies on technical and policy aspects related to the early childhood development (health and nutrition, early childhood education, social assistance/social protection) Technical expertise and strong understanding of MEL principles, methodologies and best practices Demonstrated experience in developing national MEL frameworks and engaging diverse stakeholders in the government (national and subnational level), preferably in a similar context. Strong analytical and problem-solving skills Excellent written and verbal communication skills in English language
Desired Qualification and Experience Experience working in developing countries with appreciation of RMI, Micronesia and/ or Pacific Region is highly desirable. Experience working on/with World Bank or other international donor-funded projects. Experience in training, capacity building and coaching/mentoring of government staff, CSOs and local stakeholders Ability to work independently and as part of the multi-sectoral and multi-cultural team, both remotely and in person
