De gemeente Maastricht wenst door middel van het DAS de huidige markt gericht te benaderen voor het invullen van specifieke strategische expertise (adviesdiensten). De gemeente Maastricht wil het inkoop-/inleenproces efficiënt inrichten, met hoge transparantie van het proces. Met het DAS wil de gemeente Maastricht deskundigheid op een flexibele manier kunnen aantrekken waarbij de aanbestedingsregels worden gerespecteerd. De strategische adviesdiensten welke middels het DAS uitgevraagd kunnen worden zijn in de aanbestedingsstukken weergegeven.
