Kommunen er eier av både grunn, bygninger og anlegg. Ved inngåelse av nye avtaler vil kommunen primært prioritere å inngå en langsiktig festeavtale på inntil 15 år der tilbyder overtar og kjøper bygninger og anlegg etter teknisk takst (omtalt som modell A).
