The Government of Pakistan has received credit from the International Development Association towards the cost of Balochistan Water Security and Productivity Improvement Project (BWSPIP) and intends to apply part of the funds to cover eligible payments under the following Contract for Works of Flood Management of Kachhi Plains:

A PK-BID-PIU-529990-CW-RFB Construction of Weir Structure and Embankments at Qaisar Wah on River Talli (Civil, Electrical and Mechanical works) consists of: Construction of Flood Dispersal Structure/Concrete Weir, Under Sluices, Head Regulators Construction Flood Embankments, Earthen Channel, Side Protection (Stone Pitching), Staff Hut etc.

2. The Project Director, BWSPIP now invites sealed bids from eligible bidders for Construction Works of above-mentioned contract.

3. The Procurement will be conducted through National Competitive Procurement (NCP) using Request for Bids (RFB) method as specified in the “World Bank Procurement Regulations for IPF Borrowers”, dated September 2023 and is open to all bidders from eligible source countries as defined in the Procurement Regulations. In addition, please refer to paragraph 3.14 of Procurement Regulations that sets forth the World Bank’s policy on conflict of interest.

4. The completion time for whole of the scope included in the contract package mentioned is 30 months. Interested eligible bidders may obtain further information from Office of the Project Director, Balochistan Water Security and Productivity Improvement Project (BWSPIP) at the address given below.

5. A complete set of bidding documents in English may be downloaded free of cost from Project website (www.biwrmdp.org.pk). Purchasers assume no responsibility for bidding documents obtained from any other source. Bidding Documents may be purchased by interested eligible bidders from the Office of Project Director Balochistan Water Security and Productivity Improvement Project (Component – A)-117/41-A1, Jinnah Town Samungli Road Quetta upon payment of a nonrefundable fee of Rs. 5,000/ for each set. The Bidding Documents can also be dispatched through courier but charges will be borne by the recipient.

6. A pre-bid conference will be held in the office of Project Director, Balochistan Water Security and Productivity Improvement Project (BWSPIP-FMKP) at the Balochistan Irrigation Department-Project Implementation Unit (BID-PIU), 117/41-A1, Sammungli Road, Jinnah Town, Quetta on 18th August 2026 . Bidders have the option of participating online as well as per following details (provide details)

7. The bidders who wish to attend online Pre-Bid meeting should submit request for invitation via email at Email ID: pd.bwspip@gmail.com on or before the Pre-Bid meeting date on or before 10:30 AM, after that no request would be entertained”.
