Stortinget har behov for å inngå avtale med en leverandør som kan tilby digital tilgang til nyhetskilder som ikke dekkes av Stortingets eksisterende avtaler. Tilgangen skal være tilgjengelig via PC, nettbrett og mobiltelefon, og omfatte aviser i PDF-format eller tilsvarende e-avisformat. Avtalen forventes å omfatte om lag 200 aviser, men antallet tilgjengelige publikasjoner kan variere i avtaleperioden.
