SITE VISIT ATTENDEES SHEET ADDED TO ATTACHMENTS AMENDMENT ONE - update RFQ, adds 2 attachments, clarifies items SITE VISIT 9/1/2026 - SEE ATTACHMENTS FLETC is required to adhere to Executive Order 14111 and the Interagency Security Committee (ISC) requirements for the physical security of federal facilities, which mandate robust perimeter protection in accordance with established standards. The currently installed perimeter security fence is non-compliant with anti-climb, anti-scale, and anti-crash ratings, creating a significant security vulnerability for the campus and its occupants. To address this risk and ensure compliance with ISC guidelines, the FLETC Chief Security Office (CSO) proposes the upgrade and replacement of the existing fencing with an approved perimeter fence designed and constructed in accordance with ISC, DHS, and FLETC physical security requirements, and in accordance with ASTM F2656 M30/P1, which specifies the impact resistance required to mitigate vehicle-borne threats. Implementing a perimeter fence will provide continuous, passive protection, eliminate the operational vulnerabilities associated with active barriers, and align the facility with current federal security standards.
