Background

The government of the Republic of the Gambia, under the World Bank (WB) Infrastructure Project has received an IDA Grant in an indicative amount equivalent to US$52.56 million available through The Gambia’s national IDA. The bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of Consultancy Services for the Development of Electricity Anti-Theft and Infrastructure Protection Regulation. 1 Team Leader- Senior Environmental and Social specialist Must hold a master’s degree or equivalent in Environmental Science or Environmental Engineering at least 8-10 years of working experience in environmental activities particularly in Environment and Social Impacts on Infrastructure projects. Proven experience in preparing World Bank Safeguards documents and knowledge in World Bank environmental and social framework (ESF) will be appreciated. Proven experience planning and conducting field missions and stakeholder engagement; strong team leadership and project management skills. Locally based and proven knowledge and experience of the local regulations, institutional arrangements, context of working experience in Environment and Social issues to ESIA and ESMP preparations. Excellent English; working knowledge of at least one local language is an advantage. Overall technical leadership and quality assurance of ESIA/ESMP, alignment with national law and WB ESF. Integration of crosscutting themes (gender, SEA/SH, climate, biodiversity, inclusion of vulnerable groups). ESIA implementation plan and roles/responsibilities matrix; inputs to procurement (ESHS clauses, CoC, KPIs); presentation to stakeholders/regulator.

2 Environmental specialist Qualification and Skills Must hold a master’s degree or equivalent in Environmental Science/Environmental Engineering or equivalent Proficiency in environmental analysis tools: GIS/remote sensing, sampling design, data management, and application of WBG EHS Guidelines. Excellent written, presentation and reporting skills Fluent in English with excellent written and spoken skills Working knowledge of one or more local languages will be an advantage

5–10 years of experience leading environmental components of ESIAs/ESMPs for infrastructure (Transport sector preferred), ideally with experience in The Gambia. Demonstrated capacity in baseline development (air/noise, water, soil, biodiversity/ecosystem services), impact/risk assessment, and design of avoidance/minimization/mitigation measures. Prior experience in preparing ESIAs or ESMPs involving subproject screening checklist and monitoring.

Fieldwork leadership: planning and overseeing surveys, supervising environmental monitoring, and ensuring seasonal considerations are captured.

Crosscutting capabilities: emergency preparedness and response, energy safety, pollution prevention (air/noise/water), waste and hazardous materials management (including e-waste).

3 Social and Gender Specialist Must hold a master’s degree or equivalent in the Social Sciences (i.e., sociology, political science), Human Science or equivalent Strong IT and data skills (qualitative/quantitative methods, data management), and excellent communication (writing, presentations, reporting). Proficient in undertaking inclusive and participatory community and stakeholder consultation, especially with vulnerable populations Fluent in English with excellent written and spoken skills. At least 8 years of working experience in social activities, including assessment of social risk and impact, particularly in public consultation on infrastructure projects, especially with vulnerable or traditionally marginalized groups. Experience with conducting inclusive and participatory stakeholder consultations, gender disaggregated collection, understanding of including vulnerable groups in social assessments is an asset. Experience working on gender and/or GBV prevention and response programming as well as with the guiding principles for the ethical collection, management, and sharing of data related to GBV is required. Experience establishing and operating project grievance mechanisms (community and worker GRMs), and in designing culturally appropriate engagement strategies.
