Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the Unleashing the Blue Economy of the Caribbean (UBEC) Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) comprise the development of a costed roadmap enabling Saint Vincent and the Grenadines to operationalize a CITES-compliant Non-Detriment Finding for Queen Conch, including the design and delivery of a study tour for national stakeholders to observe how Non-Detriment Finding systems are designed and implemented. The assignment is expected to commence in [insert month and year], and to require approximately [insert number] person-days over a period of approximately [insert number] months. The Ministry of Tourism, Civil Aviation and Sustainable Development now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit a curriculum vitae, together with a covering letter, demonstrating that they have the required qualifications and relevant experience to perform the Services. This Request for Expressions of Interest is open to all eligible individual Consultants as defined in the Procurement Regulations. Individuals employed by a firm may express interest in their individual capacity.

The criteria for selection are:

1. An advanced degree (Master’s level or higher) in fisheries science, marine biology, natural resource management, environmental science, environmental economics or a closely related discipline; or a first degree in such a discipline together with at least ten (10) years of directly relevant professional experience. 2. At least eight (8) years of professional experience in fisheries management, aquaculture or fish stock assessment. 3. Demonstrated experience in the preparation of CITES Non-Detriment Findings, or in comparable regulatory or scientific determination processes for internationally traded natural resources. 4. Demonstrated experience in costing and financial modelling of institutional or regulatory programmes. 5. Demonstrated experience in the facilitation of multi-stakeholder consultation and validation processes. 6. Professional experience in small island developing states or comparable coastal fisheries settings. Consultants should submit their Expressions of Interest in English and are requested to limit their submission to a curriculum vitae of no more than fifteen (15) pages together with a covering letter of no more than two (2) pages. Submissions will be assessed only against the criteria listed above; technical proposals, methodologies and work samples are not required at this stage and will not be evaluated. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” [July 2016 [ revised November 2017, August 2018 and November 2020, September 2023, February 2025 ], setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
