Development and Delivery of Theatre Programme for OneRegistry Programme in Colombo, Gampaha, Kandy, Galle, Jaffna, Anuradhapura, Batticaloa in Sri Lanka.

The Joint Programme (JP) Transforming Local Administrative Data Collection Systems for SDG Acceleration Sri Lanka, named OneRegistry is a transformative initiative aimed at digitally revolutionizing Sri Lanka’s Civil Registration and Vital Statistics (CRVS) system to accelerate progress towards the SDGs. With a focus on inclusive governance, gender equality, and resilience, the JP adopts an integrated approach, engaging various stakeholders to overcome longstanding challenges in the CRVS system.

The OneRegistry project is focused on strengthening the countrys Civil Registration and Vital Statistics (CRVS) system, which is currently primarily paper-based and has high coverage for birth, death, adoption, marriage, and divorce registrations. To this end, the Registrar General’s Department serves as the key implementing partner of the OneRegistry, and the custodian of national CRVS data. The project aims to assist the Registrar General’s Department (RGD) in their existing efforts to enhance the legal identity ecosystem by digitalizing CRVS (which the new digital E-population registry together with the infrastructure to issue digitally verifiable birth certificates aims to do). Crucially, it also promotes interoperability by supporting the introduction of unique identification numbers at birth, positioning CRVS not only as a vital public service but also as a foundational building block of Sri Lanka’s broader Digital Public Infrastructure (DPI) initiatives of national significance. A critical component of the Joint Programme is Communications, Advocacy, and Awareness, to be implemented in alignment with the Government of Sri Lanka’s national digital priorities. As part of the implementation process, the project recognizes the importance of internal change enablement and institutional confidence-building among officials of the Registrar General’s Department (RGD) and associated government stakeholders. To this end, and to support engagement and facilitate constructive dialogue around the transition process, UNDP Sri Lanka seeks to engage a qualified, professional, interactive theater company to produce, and implement a professional Sinhala and Tamil interactive theater programme for public sector officials of the Registrar General’s Department, District and Divisional Secretariats, other associated government stakeholders, and members of the general public

Objective;

The overall objective of this assignment is to design, produce, and implement a professional interactive theater programme in Sinhala and Tamil that supports the communications, advocacy, stakeholder engagement, and change enablement objectives of the OneRegistry initiative. The programme will contribute towards strengthening institutional understanding, encouraging constructive engagement with digitization, and building confidence among officials of the Registrar General’s Department (RGD) and associated government stakeholders regarding the transition toward digitally enabled CRVS systems and broader Digital Public Infrastructure (DPI) initiatives in Sri Lanka.
