The Government of Belize has received financing from the World Bank toward the cost of the BRRES Project and intends to apply part of the proceeds toward payments under the Contract for the Design, Supply, Installation, Testing, Commissioning, and 3-Year Operations & Maintenance of Four Independent Battery Energy Storage Systems at Belize Electricity Ltd. substation sites in Westlake, Belize District; Dangriga, Stann Creek District; Buena Vista, Corozal District; and San Pedro, Ambergris Caye. This will strengthen the country’s electricity infrastructure through the integration of 40 MW of battery energy storage. This investment will support the future adoption of renewable energy, enhance grid resilience to extreme weather events, and provide technical assistance for system optimization. The Government of Belize now invites sealed Bids from eligible Bidders for the complete turnkey design, supply, installation, testing, commissioning, and 3-year O&M of four grid-forming/grid-following BESS facilities with the following minimum capacities: Westlake (10.8 MW / 43.2 MWh, 22 kV interconnection); Dangriga (10.8 MW / 43.2 MWh, 22 kV interconnection); Buena Vista (10.8 MW / 43.2 MWh, 34.5 kV interconnection); San Pedro (12.7 MW / 50.8 MWh, 34.5 kV interconnection).

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition, September 2023) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for the rated criteria: Technical factors: 65% and Bid Price: 35%. Interested, eligible Bidders may obtain further information from the Central Executing Unit, Ministry of Finance, and inspect the bidding document during office hours (8:30 a.m. to 4:30 p.m.) at the address given below. The bidding document in English may be obtained free of charge by interested eligible Bidders upon submission of a completed Bid Document Registration Form which may be found at https://procurement.gov.bz/mof-ceu-request-for-expressions-of-interest-design-supply-installation-testing-commissioning-and-3-year-operations-maintenance-of-four-4-grid-scale-battery-energy-storage-syste/. The registration form must include the Bidder’s full legal name, registration details, contact person, email address, and telephone number. The document will be made available for download through the secure link after verification. Bids must be delivered to the address below on or before 3:00 p.m. Local Belize time on Monday, November 23, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked REF: BESS Batteries - BRRES - [Firm’s Name] “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Monday, November 23, 2026, at 3:30 p.m. Local Belize time at the Ministry of Finance Conference Room, 2nd Floor Sir Edney Cain Building, Belmopan, Cayo District, Belize. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a Bid-Securing Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. The Government of Belize reserves the right to cancel procurement activity, in whole or in part, without assigning any reason, and will not be liable for any costs applicants incur in preparing and submitting their Bid.
