Details
The UNFCCC secretariat is seeking qualified vendors to design, develop, implement and maintain a modern, public-facing Digital Public Information website that will serve as the front page of the UNFCCC domain and as a gateway into the wider UNFCCC information ecosystem. The website will support the Secretariat's communications objectives, provide timely access to news, conference schedules and event information, and strengthen public access to authoritative UNFCCC information across web, mobile and connected channels.
Indicative scope includes front-end design and development, a decoupled/headless architecture consuming structured content via API, editorial and publishing workflow support, conference and calendar information services, accessibility, digital sustainability and performance optimisation, SEO/GEO and AI-mediated discoverability, analytics and feedback mechanisms, and post-launch maintenance and support including 24/7 coverage during major UNFCCC conferences.
This requirement is technically interdependent with, but procured separately from, the UNFCCC headless CMS platform procurement (ongoing in parallel). The selected vendor will be expected to work in close coordination with the CMS provider once appointed. Vendors are not required to have a relationship with any specific CMS vendor to respond to this EOI.
Participation in this solicitation is open exclusively to legally registered companies with demonstrated experience delivering comparable enterprise website design, development and implementation projects. Proposals from individual contractors or sole proprietorships will not be considered.
The anticipated contract will cover discovery, design, development, implementation, and post-launch maintenance and support.
This requirement will be solicited by way of a Request for Proposal (RFP). The scope requires vendors to propose their own methodology, technical approach, team composition and alternative solutions. This EOI is a market-sounding exercise only and does not itself constitute the RFP.
The headless CMS platform has not yet been selected; a live competitive process is underway and several platforms remain in contention. Vendors are not being asked to commit to one platform now. Vendors will instead be asked, at the solicitation stage, to demonstrate their approach and delivery capability across more than one major headless CMS platform, so that the appointed vendor can deliver against whichever platform is selected through the parallel process..
Specific Requirements/Information The EOI should include a description of the company profile and details of relevant experience. However, such description shall be limited to 1-2 pages length (max. 5MB). Please do not include copies of certifications at this stage. EOIs that do not contain the information requested for evaluation by UNFCCC may be rejected.
We kindly request vendors who are interested in responding to this EOI but have not yet registered as a supplier with the United Nations Global Marketplace (UNGM) to complete the online vendor registration form which can be accessed at https://www.ungm.org. EOIs that do not contain the information requested for evaluation by UNFCCC may be rejected.
This notice is posted for information only and does not constitute an invitation to bid or submit a proposal. The UNFCCC reserves the right to change or cancel these requirements at any time in the EOI and/or solicitation process. The UNFCCC Procurement and General Services Unit considers a vendor’s qualifications and experience in the particular commodity/service area, and previous performance, when preparing a list of invitees. Thus submitting an EOI does not automatically guarantee a vendor will be considered for receipt of the solicitation when issued; and the UNFCCC reserves the right to send the Solicitation Documents to Vendors who were identified through additional market research or others means to source the UN requirements.
