This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Mission and Installation Contracting Command (MICC) – Fort Bliss, in support of services needed to remove, replace, and dispose of the DC battery system in Building 30430. The system supports critical network and communications functions, including the Land Mobile Radio (LMR) capability, and uninterrupted power is essential to preventing major outages that would degrade mission support across Fort Bliss. Submission Instructions Interested offerors shall submit the following by the response date listed above:

  • Volume I - Price Proposal: The Offeror shall submit a completed pricing schedule for CLIN 0001 covering the initial firm-fixed-price period. All CLINs will be evaluated for completeness and price reasonableness.
  • Volume II - Technical Proposal: A detailed narrative addressing how the offeror will meet all requirements in the Performance Work Statement and Technical Exhibits. Do not include any pricing information in this volume.
  • Volume III- Phase In: A 72-hour phase-in period will commence upon contract award. The purpose of this period is to ensure the contractor is fully prepared to begin performance in accordance with the PWS The contractor shall use this time to finalize all arrangements, including personnel, facilities, and materials. Full performance in accordance with the solicitation requirements shall begin immediately following the conclusion of the 72-hour phase-in period.

All questions responses regarding this solicitation must be submitted by email no later than 18 September 2026 at 09:00 AM MST to ensure the Government can provide a timely response. All official Government responses will be issued through a written amendment to the solicitation.
