Předmětem veřejné zakázky je návrh a dodání nového řešení elektronické spisové služby (eSSL), včetně zajištění správy a údržby eSSL ode dne jejího dodání a akceptace (Provoz), zajištění dalšího rozvoje a doplnění funkcionalit eSSL dle požadavků zadavatele (Rozvoj) a dalších služeb dle návrhu smlouvy, který tvoří přílohu č. 3 zadávací dokumentace. Předmět plnění veřejné zakázky je dále podrobně popsán v technické specifikaci, která tvoří přílohu č. 2 zadávací dokumentace. Technická specifikace obsahuje požadavky zadavatele na podobu nového řešení eSSL, jeho provoz a servisní podporu. Citované požadavky jsou doplněny výčtem funkčních a nefunkčních požadavků zadavatele na předmět plnění veřejné zakázky.
