Předmětem veřejné zakázky je zajištění fyzické ostrahy areálu Horácké multifunkční arény a pořadatelské služby na zde konané sportovní a kulturní akce. Předmětné činnosti budou spočívat ve fyzickém dohledu a případném zásahu v rámci bezpečnostních incidentů, zabezpečování řádného průběhu akcí, ochraně majetku, života a zdraví osob. Součástí plnění je také kontrola oprávněnosti vstupů, prevence vzniku škod včetně monitoringu elektrické požární signalizace a pultu centrální ochrany. Podle typu konané akce bude vybraný dodavatel zajišťovat pořadatelské služby vlastními silami anebo v koordinaci s další bezpečnostní agenturou. Fyzickou ostrahu areálu Horácké multifunkční arény v režimu 24/7 bude zajišťovat vybraný dodavatel vlastními silami. Bližší podmínky realizace a technické parametry jsou pak ve Specifikaci ostrahy a pořadatelských služeb tvořící část C. dokumentace a v návrhu smlouvy, který tvoří část D. dokumentace. Dodavatel musí dodat celé plnění. Dílčí plnění se nepřipouští. Veřejná zakázka není dělena na části. Důvodem je vzájemná souvislost poptávaného plnění, kdy služby fyzické ostrahy a pořadatelské činnosti tvoří úzce provázaný a jednotný funkční celek, když se mezi sebou jednotlivé činnosti v čase přelívají v nepravidelných intervalech. Úspěšné zajištění bezpečnosti objektů a akcí vyžaduje okamžitou součinnost, sdílení informací a jednotné velení, což by při plnění více dodavateli nebylo možné efektivně garantovat. Případné rozdělení plnění mezi více dodavatelů by zásadně ohrozilo operativní a efektivní řešení krizových a bezpečnostních incidentů. Současné zadávání naopak garantuje možnost funkční koordinace, vzájemné zastupitelnosti, předávání a rozvíjení know-how i znalostí o bezpečnostním povědomí a krizových situacích.
