Naručitelj provodi otvoreni postupak javne nabave usluga održavanja IT sustava HRM za upravljanje ljudskim potencijalima (u daljnjemu tekstu: HRM) s ciljem sklapanja Okvirnog sporazuma s jednim ponuditeljem u trajanju 24 mjeseca, što uključuje osnovno i adaptivno održavanje te uslugu uvođenja državnih tijela u sustav. HRM (Human Resources Management) IT sustav je razvijen za potporu digitalizaciji procesa upravljanja ljudskim potencijalima u državnoj službi Republike Hrvatske. Sustav je realiziran u okviru reformske mjere "Novi modeli plaća i rada u državnoj službi i javnim službama" Nacionalnog plana oporavka i otpornosti (NPOO) za razdoblje od 2021. do 2026. godine. HRM sustav je razvijen i namijenjen tijelima državne uprave, korisnicima sustava Registar zaposlenih u državnoj službi i javnim službama (RegZap). Sustav digitalizira ključne procese u procesima upravljanja ljudskim potencijalima: I. Personalizirani pristup službenika II. Upravljanje zahtjevima III. e-Očevidnik/eRješenja IV. Evidencija vremena V. Službena putovanja VI. Ocjenjivanje VII. Zaduženje opreme VIII. Administracija IX. Poslovna analitika HRM je višeslojni sustav smješten u Centru dijeljenih usluga (CDU) kao IaaS usluga na Kubernetes clusteru. Produkcijska, testna i edukacijska okolina su smještene u CDU, a razvojna okolina je smještena kod pružatelja usluge održavanja. Izvorni kod sustava nalazi se na Gitlabu CDU. Za poslovnu analitiku koristi se Tableau koji je isto jedna od usluga CDU.
