Contract Management consultant

Qualification Requirements:

Higher education in law, economics, management, procurement, or related disciplines (copy of diploma to be attached) ; At least 3 years of professional experience in contract administration/procurement, including work with international contracts (goods/works/consulting) ; Knowledge of the legal and regulatory framework on public procurement of the Kyrgyz Republic, World Bank Procurement Regulations, standard contract forms/conditions, experience with STEP, basic knowledge of civil/budget law of the Kyrgyz Republic, PIM/POM rules (for clearances and reporting); skills in the contract cycle: drafting ToR/specifications, participation in evaluation, negotiations and contract signing; administration (guarantees, advances, insurance), amendments/addenda, claims management, contract closure ; Knowledge and skills in verification of acts/IPC, payment schedules and retentions, control of deadlines and penalties, reconciliation with the procurement plan/budget, and functionality of the Public Procurement Portal ; Fluency in Kyrgyz and Russian is mandatory; working knowledge of English is an advantage ; Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) is mandatory .
