The High Street carries 5,244 (est) vehicles per day as of June 2025, and hosts over 150 businesses. Following multiple water main failures on the High Street, the Council has decided to upgrade 630m of water pipe from DN200 to DN300 pipe and at the same time, install 142m of new DN600 stormwater pipe, amongst other works. This invitation is to register interest to be solely selected to provide services during the design phase via an Early Contractor Involvement (ECI), and then enter into a construction contract, subject to successful negotiations and agreement on price and terms. By working collaboratively with the selected contractor, the Council seeks to minimise the risk of business disruption and enable delivery within a short as possible timescale. Council is seeking a highly competent civil contractor who has a proven delivery track record in high profile, dynamic town centre environments, and has the resources and planning capability to deliver the physical works smoothly, within the required timeframe, whilst minimising the impact on the surrounding businesses as much as possible. Therefore, strong demonstrable interpersonal skills are critical, in order to work with and assure the impacted business owners, along with key stakeholders. Council needs a highly collaborative and trustworthy contractor with whom it can undertake the defined Early Contractor Involvement (ECI) phase for this project. Due to the amount of disruption to the businesses, we are looking to minimise the time taken for the works.
