Details
The State of Santa Catarina is in the process of contracting a loan operation with the World Bank to finance the SC Protected and Resilient Program, with part of the resources allocated for the procurement of specialized consulting services. Within the scope of this procurement, the services comprise the hiring of a specialized consulting firm to prepare a detailed technical assessment, strategic planning, technical specifications, and a governance model aimed at structuring an integrated system for hydrometeorological observation, forecasting, and dissemination of information for the member States of the Council for the Development and Integration of the South – CODESUL (Rio Grande do Sul, Santa Catarina, Paraná, and Mato Grosso do Sul). The initiative aims to strengthen regional capacity for monitoring, forecasting, and issuing alerts related to extreme hydrometeorological events. The estimated period for the execution of the services is 10 (ten) months, counted from the contract signing date, with the procurement process expected to begin in December 2026, in accordance with the provisions established in the respective Terms of Reference (ToR). The details of the services and procurement requirements are described in the Terms of Reference (ToR) attached to this Request for Expressions of Interest. The State Secretariat for Civil Protection and Defense of Santa Catarina invites qualified consulting firms (“Consultants”) to express their interest in providing the Services under this procurement. Interested firms shall submit information demonstrating that they possess the technical qualifications, institutional experience, and operational capacity required for the proper execution of the Services, including the following requirements: Experience in Similar Projects
Mandatory requirement: the firm shall have executed, within the last 10 (ten) years, at least 1 (one) project involving the following element:
Integration or development of hydrometeorological monitoring systems at the regional, national, or international level.
Desirable requirements: the firm shall have executed, within the last 10 (ten) years, projects involving the following elements:
Strategic planning or technical advisory services for national or state meteorological and/or hydrological services (National Meteorological Services, meteorological institutes, water agencies); Technical specification and/or supervision of the implementation of early warning systems for natural disasters (floods, landslides, droughts, storms); Consulting services for the modernization of information technology infrastructure applied to large volumes of environmental or scientific data; Design of multi-institutional or multi-level governance models for shared information systems; Diagnosis, assessment, or recommendations for meteorological, hydrological, or environmental observation networks International experience demonstrating the capacity to operate in different institutional contexts and alignment with global best practices. Experience in projects financed by multilateral development banks, projects for international organizations, and/or initiatives conducted in multiple countries or within the framework of international technical cooperation will be considered.
Institutional Capacity
Mandatory requirement: The firm shall demonstrate institutional capacity through AT LEAST ONE of the following options:
Option A — Proven Consulting Experience and Mobilization Capacity : Certificate of at least 1 (one) relevant strategic or technical consulting project executed within the last 10 (ten) years (which may be the same project submitted under the Similar Projects Experience Requirement, if applicable). Option B — Strategic Institutional Partnership : letter of support or formal partnership agreement with an institution of recognized national or international expertise in the fields of meteorology, hydrology, disaster risk management, or related areas, such as: INPE (National Institute for Space Research); INMET (National Institute of Meteorology); Regional Centers of the WMO (World Meteorological Organization); Leading universities with recognized programs in relevant fields; National Meteorological and Hydrological Services or Institutes from other countries; Research centers specialized in climate, water resources, or disaster management
Desirable requirements:
Meet Options A and B; ISO 9001 (Quality Management System);
Quality Certifications – relevant and valid quality certifications, such as: CMMI Level 3 or higher (Capability Maturity Model Integration); Other recognized and equivalent international certifications.
The short list shall comprise a minimum of 5 (five) and a maximum of 8 (eight) selected consulting firms. Interested Firms are hereby drawn attention to the provisions set forth in Section III, paragraphs 3.14 to 3.17, of the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2025 edition, which address the policies applicable to conflicts of interest and unfair competitive advantage in procurement processes financed by the institution. Firms may associate with other firms in order to complement their qualifications and technical capabilities and shall clearly indicate, in their Expression of Interest, whether such association will take the form of a joint venture and/or subcontracting arrangement. In the case of a joint venture, all members shall be jointly and severally liable for the full performance of the contract, should the proposal be selected.
