1. The Government of Nepal (GoN) has received financing from the World Bank toward the preparation and implementation of the Kathmandu Valley Water Security Improvement Project (KV WaSIP) – Sisner i Water Supply Project and intends to apply part of the proceeds for consulting services. 2. The consulting services (“the Services”) include Preparation of an Environmental Impact Assessment (EIA), an Environmental and Social Impact Assessment (ESIA) and other Environmental and Social Documents Required for the Project. A total of 97 person-months of experts is estimated. The assignment is expected to commence in January 2027 and will have an implementation period of 16 months. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.kvwsmb.org.np . 3. The Kathmandu Valley Water Supply Management Board (KVWSMB) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above consulting services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the qualifications and experience of the firm are as follows:

a. Core Business and General Experience:

The consulting firm shall be duly registered and have at least 10 years of demonstrated experience in EIA/ESIA/CIA, dam engineering, water resources, water supply, hydropower, civil engineering, hydraulic infrastructure, or related fields. The firm shall have successfully or substantially completed at least five (5) relevant EIA/ESIA assignments for major infrastructure projects, with each assignment meeting either of the following: (i) consulting contract value of at least NRs. 10 million for primarily environmental/social services; or (ii) consulting contract value of at least NRs. 30 million for feasibility study and/or detailed engineering design combined with environmental/social services.

b. Specific Experience (Last 10 years):

At least two (2) EIA/ESIA/CIA assignments for water resources or water supply projects, meeting the specified minimum contract value of NRs. 10 million for environmental/social services or NRs. 30 million for feasibility/design combined with environmental/social services; At least one (1) EIA/ESIA/CIA assignment for a dam, reservoir or water-storage project with dam height of at least 35 meters; At least one (1) Detailed EIA/ESIA/CIA assignment for a water resources project in the hilly or mountainous region of Nepal; and At least one (1) assignment involving Environmental Impact Assessment (EIA) or Environmental and Social Impact Assessment (ESIA) financed by or implemented with the support of the World Bank or another multilateral or bilateral development partner in the water resources, water supply, irrigation, hydropower or other water related infrastructure sector

c. Technical and Managerial Capability:

The firm shall demonstrate adequate technical and managerial capacity to undertake the assignment. Key Experts will not be evaluated at the shortlisting stage. 4. The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank Procurement Regulations for IPF Borrowers, Seventh Edition (September 2025) , setting forth the World Bank's policy on Conflict of Interest. 5. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultants Qualifications-based Selection (CQS) method as set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition (September 2025). 6.
