Assignment Title: Consulting Services For Sustainable Investment Facilitation Advisory (SIFA) in the Five Pilot Cities of GEF Indonesia SCIP

The Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the cost of the Global Environment Facility (GEF) Grant, namely Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services. Directorate of Strategic and Innovative Financing will be the Executing Agency of the Project that responsible for the Component 3. The consulting services (“the Services”) are part of Component 3: Piloting Innovative Financing Approaches and Instruments, specifically covering the Sustainable Investment Facilitation Advisory (SIFA) in five pilot cities (Jakarta, Semarang, Palembang, Balikpapan, and Bitung). The Services will include the preparation of investment profiles and readiness assessments for 10 (ten) sub-projects in five pilot cities, the delivery of Investor Intelligence Gathering sessions across three investor tracks, the preparation of investment packages consisting of Project Teasers and Project Briefs, the facilitation and assistance of the GEF-Indonesia SCIP Market Engagement, as well as the co-production of City Financing and Implementation Plans with the pilot city governments. The three investor tracks are defined as follows: (i) Commercial Track covers projects with identifiable revenue streams suitable for public-private partnership (especially user charge model) and domestic banking engagement; (ii) Development Finance Track covers basic infrastructure projects suited to development finance institutions, including but not limited to PT SMI, PT PII, and BPDLH; and (iii) Ecosystem Track covers biodiversity and landscape projects requiring grant, concessional, or results-based financing, including but not limited to Green Climate Fund, carbon market mechanisms, and CSR-based funding. The Services are expected to start in October 2026 and be performed during a period of 9 months . The Directorate of Strategic and Innovative Financing, Ministry of National Development Planning/National Development Planning Agency now inviting eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are mandatory qualifications as follows: Legally established and operating or having a representative office in Indonesia for at least 3 (three) years (pass and fail) ; At least 1 (one) completed working contract in the field of consulting services within the last 2 (two) years, either with government or private sector clients (pass and fail); and Prior experience working with internationally funded projects or multilateral development organizations, including but not limited to World Bank, GEF, ADB, or comparable multilateral frameworks preferred. Shortlisted firms will be ranked according to their demonstrated capacity across the following preferential criteria, which will be assessed in aggregate rather than as individual pass-fail requirements: At least 1 (one) projects of experience in multi-stakeholder facilitation involving local governments, including prior assignments requiring substantive coordination with or capacity building for subnational government counterparts in Indonesia in the last 5 (five) years in Indonesia; At least 3 (three) projects of experience in providing consulting services related to sustainable and innovative financing, investor engagement, or investment package preparation for infrastructure sub-projects at the national or subnational level in the last 5 (five) years in Indonesia; At least 1 (one) projects of experience in at least of the following thematic areas relevant to GEF Indonesia SCIP: waste and circular economy, water and sanitation, or energy in the last 5 (five) years in Indonesia; and At least 1 (one) projects of experience in at least of the following thematic areas relevant to GEF Indonesia SCIP: urban biodiversity and/or sustainable landscapes in the last 5 (five) years in Indonesia.
Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised November 2017, July 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms as a joint venture or a sub-consultant to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether it is a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or Sub-consultancy. In the case of a joint venture, the member firm appointed to represent it must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.
