Dear Mr. /Ms.:

The Government of Tamil Nadu (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called loan) toward the cost of Tamil Nadu: Strengthening Coastal Resilience and the Economy Project (TN-SHORE). The Chief Mission Director, Tamil Nadu Coastal Restoration Mission, Chennai , an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. The Chief Mission Director, Tamil Nadu Coastal Restoration Mission, Chennai now invites online proposals to provide the following consulting services (hereinafter called “Services”): Consultancy Services for Supervision of Development of Biodiversity Conservation Park at Kadambur, Chengalpattu District, Tamil Nadu. More details on the Services are provided in the Terms of Reference (Section 7). A firm will be selected under Quality and Cost-Based Selection (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org
