Assignment Title: Short-term Training for Youth in Construction and Core Employability Skills

Background

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Education and Skills for Employability (EASE) project that intends to apply part of the proceeds for training services. The consulting services (“the Services”) include provision of short-term training on specific to Training on Construction and Core Employability Skills target youth that will lead to employment. A Performance Based Payment Scheme (PBPS) will make payments to providers linked to enrolment, training, employment, and retention metrics of training participants. The purpose of this program is to link youth into both self and wage employment by equipping them with relevant Construction and Core Employability Skills that close the gap between employer workforce needs and the skills of the current workforce.

Objectives of the Assignment

This call for proposals solicits applications for the Skill for Jobs development component/ Education and Skills for Employability (EASE) project. The purpose of this project is to place youth into employment by equipping them with relevant construction skills that close the gap between employer workforce needs and the skills of the current workforce. The project goals include aligning training programs with the real-time needs of employers and industries, acquiring valuable, sought-after skills, and providing a platform for career advancement to ultimately place youth into better job opportunities. Specifically, the call aims to: Equip youth with relevant construction skills along with soft and employability skills, core business and employability skills across selected cities, Secure decent job to a minimum of 80% of the enrolled youth in jobs either in the formal sector or in self-employment. Conduct post-placement support and follow up to retain at least 90% of placed youth in a permanent job.

3. Scope of Work

In this call for proposals, EASE supports the creation of new, and the expansion of existing, programs that provide youth with relevant skills and link them into decent jobs. Proposals can be submitted by NGOs and public and private institutions, including universities and TVET, and can be submitted by one institution or as a joint venture of institutions. All proposals should include at least one Ethiopia-based company. The relevant construction skills training will focus on specific occupations that face current market demand, such as building, finishing, road construction, ground water supply construction, retaining wall, water proofing, Mixer Operator, Dam track operator, matching operator, HVAC, Aluminium work/installation, building security system, elevator and escalators installation, surveying, road maintenance, Metal Work, Terrazzo production, Solar and Green Energy Works & Installation, electric installation, security camera installation, water installation, interior design, drainage maintenance and related skills. In general, training does not need to be restricted to the above-mentioned skills, but this can serve to navigate additional occupations in the specific sector. In addition to soft and employability skills, the training program may choose to incorporate components on work-based learning and entrepreneurship training, if they are deemed necessary to support employability. Applicants must identify the proposed cluster of regions and cities and tailor the program to the specific needs and opportunities in each cluster. Applicants may choose to serve populations in one or more of the selected clusters in Table 1. The table also contains the target number of beneficiaries per lot and city. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) core business and years in business, (ii) relevant experience related for the assignment, and (iii) technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
