The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals to develop, test and systematize a practical and scalable methodology aimed at strengthening the design and accelerating the execution of its portfolio of operations in Latin America and the Caribbean, with a main focus on the countries of the Southern Cone (Argentina, Brazil, Chile, Paraguay and Uruguay).

The objective is to articulate project design, operational planning, procurement, disbursements and the design of policy matrices in a single functional sequence that improves the quality of the portfolio, reduces friction in implementation and increases physical-financial predictability.

1. Technical scope and central objectives

Bottleneck Diagnosis: Evaluate investment projects, policy-based lending (PBL), and technical cooperations to identify structural constraints in execution arrangements, fiduciary planning, governance, and decision-making routines.

Unified operational methodology: Design a practical framework that links project design with planning, procurement, payments, and policy reform matrices (including actions and means of verification under trade facilitation agreements such as EU-Mercosur).

Direct technical support: Accompany the Bank's teams and executing agencies in the application of the methodology on selected operations to optimize commitments, disbursements and speed of execution.

2. Key activities and operational tools

Development of management instruments: Develop templates, dashboards, performance indicators and monitoring mechanisms for strategic decision-making.

Risk management and corrective actions: Detect fiduciary, institutional and governance risks, formulating acceleration plans and mitigation actions adapted to each operational context.

Institutionalization and knowledge transfer: Design operational manuals, checklists, and training guides that facilitate the replicability of the methodology in other divisions and sectors of the Bank.

3. Results and expected impact

Diagnosis and methodological kit: Systematization of operational gaps and delivery of the methodological framework with real-time monitoring tools.

Acceleration plans applied: Technical assistance executed directly in prioritized operations in the Southern Cone and the rest of the region.

Replication framework and lessons learned: Consolidation of a reusable model that strengthens the Bank's institutional culture in project design and management.
