Open until filled. 1. BACKGROUND: Fairtrade NAPP (Network of Asia & Pacific Producers) is one of the three regional producer networks of Fairtrade International. It represents Fairtrade -certified Producer Organizations (POs) across Asia and the Pacific, including smallholder farmers and workers. NAPP supports producer organizations in strengthening governance, sustainable agriculture, market access, climate resilience, and social inclusion. Recognizing youth as future leaders and key drivers of sustainability, NAPP has increasingly integrated youth engagement into its regional strategy. The Asia Pacific region has a large and dynamic youth population. However, youth in rural and producer communities face significant challenges, including limited access to land and finance, low participation in cooperative governance, unemployment and migr ation, climate vulnerability, and gender-based barriers —particularly for young women. Without structured inclusion, youth remain underrepresented in decision -making spaces within Producer Organizations, which affects long -term sustainability and leadership transition. The 1st NAPP Youth Convention (2023) laid a strong foundation by creating a common identity for Fairtrade youth, building leadership awareness, initiating regional collaboration, and developing the FT NAPP Youth Strategy. The 2nd Youth Convention (2027) is therefore designed as a strategic consolidation and action - oriented platform that will assess progress, validate future directions, and institutionalize youth leadership in Fairtrade governance and sustainability frameworks. The 2nd NAPP Youth Convention (2027) builds on this foundation and shifts the focus from dialogue to action. It aims to review progress since 2023, strengthen youth representation in governance, and develop the NAPP Youth Action Framework 2028–2030. The Convention will serve as a strategic platform to position youth as co -leaders in Fairtrade systems, driving innovation, climate resilience, entrepreneurship, and inclusive development across the Asia Pacific region. About ECFFPA The activity is co -funded by the European Commission Financial Framework Partnership Agreement (EC FFPA) program. The EC FFPA is strategic partnership program, that aims to strengthen Fairtrade as a representative, member -based regional, EU and global Ci vil Society umbrella organization, giving voice and empowering over 1900 Fairtrade Producer Organizations globally. The 2nd Fairtrade NAPP Youth Convention 2027 aligns with these objectives by creating a structured platform for youth engagement, strengthening their participation in decision-making processes, and co -developing the NAPP Youth Action Framework 2028 –2030. Through this initiative, EC FFPA support enables the institutionalization of youth voices within Fairtrade systems, fostering long-term sustainability, innovation, and inclusive development across the Asia Pacific region. 2. CONVENTION THEME: From Voice to Action: Youth Shaping Fairtrade’s Future Sub-Themes: Youth Leadership & Governance in Fairtrade Climate Action & Regenerative Agriculture Youth Entrepreneurship & Future of Work Gender Equity & Social Inclusion Digital Innovation & Youth Advocacy 3. PURPOSE To provide a structured regional platform for Fairtrade youth representatives to review progress (2024–2026), strengthen leadership capacity, and co-create the NAPP Youth Action Framework 2028–2030. 4. OBJECTIVES: • Review progress and impact of FT NAPP’s youth initiatives during 2024-2026. • Facilitate best practices of youth participation in discussions, planning, and decision-making processes within Producer Organisations (POs). • Structured dialogue on youth representation in Fairtrade governance systems. • Cross-regional exchange & learning effective youth empowerment and inclusion on the example from Asia, Africa and South America. • Develop and validate the FT NAPP Youth Action Framework (2028–2030). 5. Scope of Work & Deliverables The consultant will be responsible for the following: 1. Pre-Convention Support • Conduct a comprehensive review and assessment of the implementation of the Fairtrade NAPP Youth Strategy 2024–2026 across FT NAPP countries. • Review youth-related programs, initiatives, activities, and outcomes implemented under the Youth Strategy during 2024–2026. • Provide Virtual Orientation (2-3 Virtual Session) to the Youth on Previous FT NAPP Youth Strategy progress, activities and set platform for upcoming FT NAPP 2nd Youth Convention. • Analyze achievements, gaps, challenges, lessons learned, and best practices from youth interventions and country-level activities. • Engage with FT NAPP teams, youth representatives, and relevant stakeholders through consultations/interviews where required. • Prepare a summary assessment report/presentation highlighting key findings and recommendations to guide the development of the FT NAPP Youth Action Framework 2028–2030. • Present the review findings during the Youth Convention to support reflection and strategic planning discussions. • Develop methodology, facilitation plan, and session to
