The Inter-American Development Bank (IDB) invites specialized consulting firms to submit proposals for the end-to-end design, management, and implementation of the MSME Climate Action and Engagement Programme in Saint Kitts and Nevis.
The overall goal is to mobilize local Micro, Small, and Medium Enterprises (MSMEs) as active partners in climate adaptation, resource efficiency, and sustainable innovation, directly advancing the economic objectives of the Sustainable Island State Agenda (SISA).
1. Scope of Services & Core Pillars
Green Business Knowledge Platform & Outreach: Build an accessible digital hub hosting training toolkits, best practices, and program info, paired with a multi-channel communication campaign (social media, radio, press, industry groups) to engage local businesses.
Capacity-Building Program: Design a practical curriculum covering sustainability auditing, resource efficiency, and climate-smart innovation, delivering two (2) major training workshops.
Local Enterprise Adaptation Programme (LEAP): Act as facility manager to disburse five (5) technical assistance awards worth US$5,000 each for MSMEs to pilot and adopt green business models.
National Sustainability Assessment: Conduct direct assessments with participating MSMEs to generate a national sustainability audit report outlining key challenges, opportunities, and policy insights.
2. Key Activities & Operational Workflow
Digital Hub & Campaign Rollout: Develop the Green Business Knowledge Platform and launch targeted outreach to recruit MSME participants, tracking gender-disaggregated participation data.
Workshop Planning & Delivery: Secure expert trainers, handle logistics for two capacity-building workshops (in-person, virtual, or hybrid), and train at least 100 MSME representatives.
LEAP Facility Operations: Draft the complete LEAP Operations Manual, define eligibility and points-based evaluation criteria, lead the call for proposals, perform due diligence, manage funding agreements, and oversee project M&E.
Audit & Policy Recommendations: Synthesize findings from MSME sustainability assessments into a comprehensive national report to inform future policy and support mechanisms.
3. Core Deliverables & Target Outputs
Deliverable 1 — Platform & Communication Plan: Functional Green Business Knowledge Platform and executed multi-channel engagement campaign.
Deliverable 2 — Capacity-Building Package: Training curriculum, delivery of 2 workshops, and recruitment/training of at least 100 MSME representatives.
Deliverable 3 — National MSME Sustainability Audit Report: Consolidated baseline assessment of MSME sustainability practices and policy recommendations.
Deliverable 4 — LEAP Facility Management: LEAP Operations Manual, proposal evaluation results, and disbursement/oversight of 5 technical assistance pilot grants (US$5,000 each).
