Trinidad and Tobago, through the Institute of Marine Affairs (IMA), has requested financing from the Inter-American Development Bank (IDB) for the project "Piloting a Blue Carbon Credit System in Trinidad and Tobago". This Request for Expressions of Interest (REOI) invites eligible consulting firms to submit their interest in designing and implementing ecological rehabilitation and management plans for mangrove ecosystems.

Scope of the consultancy Main objective: Design and implement comprehensive rehabilitation and management plans for the Bon Accord Lagoon/Buccoo Bay and Kilgwyn mangrove forests in Southwest Tobago, integrating a strong community engagement approach.

Key activities:

Develop and execute a stakeholder engagement plan to coordinate rehabilitation efforts.

Prepare all required documentation for the Certificate of Environmental Clearance (CEC) application to the Environmental Management Authority (EMA) regarding the engineering works.

Design a Monitoring and Evaluation Plan that includes success indicators and measures the carbon sequestration potential of the initiative.

Design and implement a co-management plan for the wetlands with adjacent communities, identifying and promoting sustainable livelihood opportunities (e.g., beekeeping, crab catching).

Document best practices and lessons learnt throughout the process.

Qualification and experience requirements

Technical team composition: Submissions must include a multidisciplinary team of qualified experts possessing the following competencies:

Project management (PMP, PRINCE2, or Agile Certification).

Natural resource management or wetlands ecology, with proven experience in wetlands restoration.

Civil/coastal engineering.

Environmental science or hydrology.

Environmental and social safeguards specialization.

Language and regional experience: Fluency in written and spoken English is required, along with experience working in the Caribbean. Specific experience working in Caribbean mangrove forests is considered an asset.

Selection and proposal management Regulatory framework: The selection will be conducted in accordance with the IDB's Policies for the Selection and Contracting of Consultants to establish a shortlist of five (5) to eight (8) eligible firms.

Participation modalities: Consulting firms may apply individually, in association (Joint Venture), or by engaging subconsultants to enhance their qualifications.

Submission mode: Expressions of interest must be submitted in writing. Electronic submissions are permitted.
