The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Sustainable Power and Irrigation for Nigeria (SPIN) Project. The Gombe State Government, through the Gombe State SPIN Project Implementation Unit (SPIU), is implementing the Project in the State and intends to apply part of the proceeds for consulting services for the preparation of an Environmental and Social Impact Assessment (ESIA) and a Resettlement Action Plan (RAP) for the rehabilitation of the Balanga Dam Irrigation Scheme and associated dam infrastructure in Balanga Local Government Area, Gombe State.

1. Background

Balanga Dam (9°54′22″N, 11°32′09″E) is an earthfill dam (72.6 × 10 m³ storage; 40 m high; 180 m crest) built in 1982–1985 on the River Balanga, a tributary of the Gongola River. The scheme has a design command area of 4,000 ha (about 2,200 ha developed under Phase I and 1,800 ha planned under Phase II) within an irrigation potential of about 11,000 ha. The proposed Design and Build works include rehabilitation of the dam embankment, spillway, intake and outlet works; about 22 km of main canal, 35 km of secondary and 96 km of feeder canals; about 220 km of drains; two night storage reservoirs; about 56 km of inspection roads; land development, infield drainage, flood control and ancillary works.

2. Objectives and Scope of the Assignment

The consultancy comprises two (2) assignments: S/N Assignment

1 Preparation of an Environmental and Social Impact Assessment (ESIA) for the Rehabilitation of Balanga Dam Irrigation Scheme and Associated Dam Infrastructure, Balanga LGA, Gombe State

2 Preparation of a Resettlement Action Plan (RAP) for the Rehabilitation of Balanga Dam Irrigation Scheme and Associated Dam Infrastructure, Balanga LGA, Gombe State

The ESIA shall comply with the Nigerian EIA Act and the World Bank Environmental and Social Framework (ESS1–ESS10); the RAP shall comply with the Land Use Act, World Bank ESS5 and the SPIN Resettlement Policy Framework (RPF). 3. Shortlisting Criteria

The Gombe State SPIN Project Implementation Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Consultants will be shortlisted on the basis of: General experience in environmental and social impact assessment (ESIA) or resettlement planning (RAP), including at least three (3) ESIAs, or RAPs/RPFs, on projects of similar scale (minimum of ten (10) years’ experience for the ESIA); Specific experience in irrigation, water resources, dam infrastructure or similar projects, including assignments funded by the World Bank or other development partners; Experience in Nigeria or a developing country under similar conditions, including, for the RAP, knowledge of the Land Use Act and ESS5; and Technical and managerial capability to field the required team.

Consultants may express interest in one or both assignments; a separate Expression of Interest shall be submitted for each, clearly marked with its title.

4. Independence and Conflict of Interest

Interested Consultants must be independent of, and have no affiliation with, any firm bidding for or engaged in the design, construction or supervision of works under the SPIN Project.

5. Method of Selection

A Consultant will be selected for each assignment in accordance with the Consultant’s Qualificationbased Selection (CQS) method set out in the Procurement Regulations.
