ASSIGNMENT TITLE: Consultancy services for the development and implementation of capacity-building on ICT laws for public officers and other identified groups – (Phase II).

The Government of Uganda, represented by the National Information Technology Authority - Uganda (NITA-U), has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project - Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for Consultancy services for the development and implementation of capacity-building on ICT laws for public officers and other identified groups – (Phase II).

The consulting services (“the Services”) include Consultancy services for the development and implementation of capacity-building on ICT laws for public officers and other identified groups – (Phase II).

The overarching objective of Phase II is to build the capacity of public officers within targeted Ministries, Departments and Agencies (MDAs), as well as identified special interest groups, on Uganda’s ICT legal and regulatory framework in order to promote effective implementation, compliance, enforcement and digital inclusion. Specifically, Phase II seeks to enhance public officers’ knowledge and understanding of the ICT legal and regulatory framework; strengthen their capacity to effectively implement, enforce and comply with ICT-related laws, regulations and standards in the execution of their institutional mandates; and empower identified special interest groups with the knowledge and digital skills required to safely access, utilize and benefit from digital technologies and services while understanding their rights and responsibilities in the digital environment.

The Implementation period of the assignment is Thirty-Six (36) weeks from the date of signing the contract.

The National Information Technology Authority - Uganda now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Shortlisting Criteria for the firm’s capacity and experience are:

The Consulting Firm must demonstrate a minimum of five (5) years of proven experience in designing and delivering comprehensive capacity-building initiatives covering curriculum design, development of training materials, facilitation of training sessions, and evaluation of learning outcomes particularly for large-scale public-sector organizations. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability; The Consulting Firm shall prove that it possesses experience in having successfully executed at least two (2) ICT skills and training needs assessments as well as developed ICT training action plans for government including large public institutions. Presence of appropriate skills among staff; Team Leader, Legal Expert, ICT Expert, Monitoring, Evaluation & Reporting Specialist. (please do not submit CVs and biodata of experts at this stage).

The attention of interested consultants is drawn to Section III, paragraphs 3.15 and 3.16, of the World Bank’s ‘ Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, Seventh Edition September 2025 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations “ Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, Seventh Edition September 2025” .
