The Development Bank of Ethiopia (DBE) invites eligible consulting firms to submit Expressions of Interest (EOIs) for Consultancy Services for the Design and Establishment of a Wholesale (Apex) Development Finance Framework.

Scope of Assignment:

  • Designing DBE’s wholesale lending and intermediary engagement model
  • Developing a Wholesale Lending Policy and Operational Manual
  • Creating a credit guarantee and de-risking framework
  • Delivering a capacity-building program for participating financial institutions (including expanding outreach to women entrepreneurs)
