Assignment Title : Consultancy Services for Supervision of Civil Works to Improve Road Safety at Schools and locations along the Nacala Corridor with iRAP Less Than Three Stars Reference No . (as per Procurement Plan): 45A000141/CP/06/2026 The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Transport Corridors for Economic Resilience (TRACER SOP2) and intends to apply part of the proceeds towards the payment for consulting services. The consulting services (“the Services”) is to supervise the works based on FIDIC’s definition of the duties and responsibilities of the “Engineer”. The Consultant will also take the necessary measures and provide appropriate advice to the Project Implementation Unit (the PIU) to enable the construction contract to be completed in a timely and cost-effective manner, in conformity with the contract conditions and specifications. The Consultant shall develop, implement, and document a structured theoretical and on-the-job training program for two (2) graduate engineers selected by the PIU and assigned to the Project. The Consultant shall inspect and supervise any corrective repairs, the recovery of closed borrow pits or other degraded areas and other works (including the administrative aspects of the works) during the DLP. For purposes of carrying out these services, the Consultant shall assign his personnel to carry out inspection of the works and send a team of his personnel on the final inspection, preparation and issuing of the final certificate. During this period, the Consultant shall be expected to draw the attention of the contractors to any identified defects and shall supervise the subsequent remedial works by the contractor, as well as report to the PIU on defects and remedial works. The detailed Terms of Reference (ToR) for the assignment can be obtained from the address provided below. The Ministry of Transport and Logistics (MTL) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation of expressions of interest will be made on qualitative basis and the short-listing criteria are: Profile of the Firm/ Core business demonstrating roads and bridge design experience; experience in works supervision of road improvement or rehabilitation contracts; General experience of the firm (must be at least 20 years) in the field; and Description of at least five (5) similar assignments demonstrating the Consultant’s experience, with contracts in similar conditions.
Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain Five (5) to Eight (8) shortlisted firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations and to be specifically set out in the Request for Proposals.
