The services include architectural and engineering design services. brief description: Consultancy services For Detailed Design studies & preparing tender document for constructing the central laboratories and designing (Drawings & Bill of Quantities). implementation period: max. 6 months (4 months for design phase excluding owner revision period). Estimated level of effort (professional staff-months): Four months for full-time professional staff plus an additional suitable period of partial/intermittent time during the construction and execution phase for the clarifications as deemed necessary by the owner. Implementation period expected start date of assignment: 31/11/2026 Ensuring full consistency with the attached TOR: - (TOR linked on the MOA website for Interested bidders of consultant firms The Ministry of Agriculture now invites eligible consulting firms to indicate their interest in providing the services upon Scope of Services: Preparation of preliminary studies and conceptual designs. Preparation of detailed architectural, structural, electrical, and mechanical design drawings. Preparation of tender documents, technical specifications, and bills of quantities. Providing technical support during tendering and construction phases. Ensuring & endorsement (Jordan Engineers Association & civil defense Directorate) compliance with applicable Jordanian codes and standards Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services for Classification, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff and profile / brochures in which Interested firms shall provide the following information: Company profile and relevant experience in similar building design projects. List of completed projects over the last five (5) years with governmental or international clients. Names and qualifications of key engineering staff. Valid registration and licensing certificates from the Jordan Engineers Association or relevant authorities. Any additional supporting documents demonstrating technical capacity and experience. Jordanian firm should be classified 1st category, degree (A) with valid certificate from ministry of works and housing / general tenders directorate. Non-Jordanian firms (from IsDB Member Countries) should provide their classification certificate according to their respective country’s regulation approved and authenticated from specialized governmental entities and be jointly with Jordanian consultancy firm with the same required qualification above. (It will not be evaluated as part of the assessment of Expressions of Interest (EOIs) for shortlisting purposes rather it will be requested at the RFP stage if the consulting firm is shortlisted). Consultant Firm Experience: The experience of the firm; such as core consultancy field (health, veterinary laboratories, agricultural laboratories, Biohazard laboratories, Environmental laboratories), (15 years) in business relevant experience of similar assignments within last 5 years profile of the technical and managerial capability of the firm (number and qualification of technical staff such as: structural, architectural, mechanical, electrical, environmental, safety, expert consultant on plant , veterinary doctor with experience in Veterinary laboratories etc. Evaluation of Expressions of Interest: - A shortlist of firms will be established from the Expressions of Interest received (EOIs) upon the shortlisting and evaluation of the EOIs will be carried out based on the following criteria: General Experience of the firm in consulting services (20 points) (Years of operation, breadth of consulting services, overall track record) : 0 – 5 points: Limited experience (less than 5 years), narrow consulting exposure 6 – 10 points: Moderate experience (5–10 years), some diversity in assignments 11 – 15 points: Good experience (10–15 years), solid portfolio of consulting services 16 – 20 points: Extensive experience (more than 15 years), strong and diverse portfolio with proven track record Specific Experience Relevant to the Assignment (50 points) 0 – 15 points: Few or no relevant projects; weak similarity 16 – 30 points: Some relevant projects but limited in scale or complexity 31 – 40 points: good number of relevant projects with adequate similarity 41 – 50 poi
